To begin with, PNAC is a radical-group that formed during the Nixon/Reagan era, developed during the early 1990s, and planned the ascendency of their radical ideals by the takeover of the Republican party. By the year of 1995 this group drew up their policy and agenda under the PNAC name and publishing the document on the internet, then set these plans into action. In this website they boldly claim many "Conservative Failures", and these covert agents pretending to be Conservative aggressively saying "and We Aim To Change This." What is chilling in their article admits is admitting the difficultly they will have implimenting their plans, unless there is something like a "New Pearl Harbor.
By 1998-9 their plans became reality by viciously dislodging the Republican appointed candidate for President who was John McCaine. By 2000 their reality became a covert fact after successfully installing a relatively unknown Texas politician George W. Bush as President of the United States. By September 11, 2001, their "Pearl Harbor" as by magic appeared. History now records they spared no lack of truth to keep from their "Constabulary plan" of world dominion.This domination although beginning even before 1990's, also includes military domination of any civilian dissidence right here in America.
In their future militarist world, where (Corporate) American needs and strategic-influence overlapped, they believed certain new concepts must be met. Believing that American dependence upon foreign resources and materials must never be interrupted, nor Corporate investment endangered, a greatly improved and highly technical US military must be stationed in new bases set up around the world. This meant dominance not only on land, but also on sea and all space above. This vastly larger and sophisticated military will be tasked to insure that no other nation on earth will challenge their "Constabulary" or perceived American style Democracy being established in strategic locations around the world.

The justification for this dominance over friend and foe alike, is derived from 'PNAC Mindset' realization that America is now the dominant empire on earth. As such this not only entitles America, but is their superior obligation to control everyone else for their own good. At the same time they will control all space above, new Star Wars Satellite interceptor missiles will prevent any attack upon America. These same missiles will have capabilities beyond interception, enforcement weapons is a good alternate description. This plan is augmented by training special military cadre of despots and regimes set up by the US Corp-Gov.
PNAC has realized that the atomic-age if not in fact, has literally changed the course and way wars are fought. Their battlefield today is called "Urban Warfare", meaning battles against civilian and by Special Military, Civil Police forces, or Contract Mercenary, and against predominantly civilian rather than regular military. Large and heavily armed ground forces have given way to Special Forces with sophisticated Weapons including Missile and Bombs, also Night Warfare and Non-Lethal. Indeed, the weapons themselves now includes some Non-lethal in name only, used when needed for control and to dispense dissident civilians.
Fast deployment of their special-op's military along with mercenary contractor backup to anywhere in the world under emergency conditions is now of paramount importance to them. Establishing the "Office of Special Plans" in the Pentagon to over-ride established Intelligence Agencies and cherry-pick war excuses. Rumsfeld helped with "Strategic Support Branch," to produce the "WMD" intelligence (or stretching rumor to the breaking point) needed for their pre-emptive war. This 'Tin-Hat' crowd goes back to the Cold War period of radical far-right group's like the "Nat'l. Strategy Information Center" that produced bogus intelligence then also. The 'Military Industrial Complex' makes out quite well as a result of what some call their never ending war.
Every so often there was vague reference to outsourcing such as sophisticated computer related technology, needed to blend operations, systems, communications, and database. Our old friend Poindexter was in charge of developing a super government database operating system, but considering NSA Echelon Project already exists, and as the Bush Administration was already using NSA Echelon for domestic spying, Poindexters Pentagon operation is pure duplicity. No mention has been made about what will happen to the Pentagons Mercenary-military, these are now contracted out in somewhat secret operations around the world.
Mercenary operations are as clandestine as CIA-Paramilitary, however never subject to US-Gov controls or Congressional oversight, other than having to initially register with our government. CICA and Titan Corporations are example of contracts given out to Mercenary-Interrogators presently working in Iraq prisons. An estimated 30-50,000 Mercenaries are employed in Iraq today, the charred bodies of Blackwater Mercenaries is the only fatalities known to be reported so far, Civilian Contractors is mentioned when this need arises.
Concerning these PNAC radicals, forget International Justice and Courts of International and Civil law, these people are far above such mundane concepts. When Tribunal is mentioned, they want to be sure the right people are in charge. One small problem has been, the more secure they make us, the more Constitutional Freedoms we lose. For instance, they prefer Secret Tribunals without wasteful things like lawyers and charges concerning American Citizens. These are preferable to foolish Constitutional (Article-III) things where an American-Traitor is instead given Court Trial, Lawyers helping against Charges, and benefit of letting family know where the unfortunate may find themselves.
Of course once you discover the "Emergency War Powers" that have in fact made all Presidents (and Shadow Governments since FDR) more powerful than any dictator/regime that has ever existed, it becomes a mote point. An example was President Clinton authorizing (himself) to send Delta-Force and British-SAS military forward deployed in the WACO massacre, a massacre is when women and children are burned to death. Let it also be said PNAC believes in neutralizing any suspected problem that (might) become a present or future threat, using Bio/Chemical or Nuclear deterrent. They also have nothing against any physiological method or agent. This includes KUBARK "No Touch Torture," at least after the victim has been 'softened up'.
